Windscreen Change

Hello, I am changing the windscreen on my 07 CBR600RR. When I took the OEM screen off, the well nuts on the center 2 holes were under the screen and not through the screen like the other 4. Is there any reason Honda did this...I put the well nuts through the windscreen on the ZG and then mounted it.

Any info would be appreciated.
